Prequalification

Project measures: ADGF was established by KfW and its Albanian partners with European Union funding in July 2015. ADGF aims to improve access to finance for micro-, small and medium sized enterprises (MSMEs) in Albania through the provision of guarantees to local financial institutions since 2015. The Project aims to deploy additional grant funding provided by BMZ through KfW in 2021 for guarantees and technical assistance measures to support MSMEs towards economic recovery and to relaunch growth with a more specific focus on supporting entrepreneurs and start-ups.

Requested Consultant Services: The Services comprise of technical assistance (TA) for financial institutions and for MSMEs as well as project administrative support for the ADGF. The TA shall target both financial institutions and MSMEs and aim to ensure that project objectives are achieved. The deployment of TA shall be preceded by a needs assessment and TA concept development which must be accepted by ADGF and KfW. The Consultant is expected to implement the Services in continuous close coordination with ADGF, KfW and other key stakeholders in the field of MSME and Start-up promotion in Albania.

Key Personnel profile: The Services are to be provided by a team of international and national experts with expertise and experience in the following areas:

• Advisory services
  • for start-ups/young MSMEs regarding access to finance / financial products
• To financial intermediaries regarding provision of credit products to MSMEs
• Regarding structuring of guarantee funds and similar credit enhancing instruments

• Conceptualization and implementation of technical assistance / training measures or programs for financial intermediaries and MSMEs regarding MSME finance
• MDB/IFI project management including reporting

Experience in the Albanian and/or regional MSME ecosystem and markets are expected.

Minimum requirements: The Services shall be awarded to an independent consultant firm or joint venture / consortium of firms with a proven track record in the respective experience areas. The average annual turnover of the consultant shall exceed EUR 300,000 (or other currency equivalent) for the last three (3) financial years and an average Current Ratio equal or larger than ≥ 1.0 for the last three financial years. For joint ventures / consortia, the aggregated turnover of the association will be considered and the lead consultant must meet 50% of the requirement. Procurement framework: This Prequalification for Consulting Services will be guided by the latest version of KfW´s „Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries” (Update 2021 / available on www.kfw-entwicklungsbank.de).
